Regulatory Response Strategies from the Viewpoint of Customer Needs

The semiconductor industry currently faces an environment defined by intensifying global regulations and proactive, stringent demands from customers. Key regulatory focuses include greenhouse gas emissions (GHG), Life Cycle Assessment (LCA), sustainability, and chemical management. This presentation provides an overview of current initiatives, identifies major customers and their evolving concerns, and highlights critical issues within domestic regulations. 

Ultimately, it argues that a robust supply chain must be established based in SEMI standards to ensure the industry speaks with a unified voice. Proactive preparation is essential to lead, rather than merely follow, regulatory and customer trends. Moving forward, we will strengthen our collective response and strategic alignment through the Korea EHS Technical Committee (TC) to ensure a sustainable and compliant future for the global semiconductor ecosystem.

SHE Policy R&D Team Leader, SK hynix

Hyuk Hwa Kwon (Carlos Kwon) is Head of the Safety, Health & Environment (SHE) Policy R&D Team. Since 2017, he has served as Korea’s Environmental, Safety & Health Chair in the World Semiconductor Council, promoting global collaboration in safety and environmental matters. In 2022, he became Water Working Group Chair, focusing on water resource management policies, and in 2023, Industry Director for the Korea Hazardous Materials Society, and linking academic research with industrial practice. From June 2025, he has been Co-Chair of the SEMI EHS Technical Committee, advancing international standards and policies for semiconductor industry safety, health, and environment. Mr. Kwon is dedicated to strengthening regulations, improving industrial safety, ensuring environmental sustainability, and fostering cooperation among industry, academia, and government.
